The Order was established by Baron Mannerheim as an award to recognize foreign and Finnish military personnel and civilians for outstanding service to Finland.

The I Class Silver Medal (with gold cross) is awarded for 18 years of service to Non-Commissioned Officers, and it is awarded to government personnel for 15 years of service.
