There is limited information regarding the creation of this Decoration. It appears to have meant for one person. It may have been conceived and worn by the person who suggested the creation of the Medal for the Conquerors of the Bastille at the National Assembly, however this cannot be verified.

There is only one Decoration in existence, and it is in the collection of the National Library of France.

The obverse inscription translates to "It Is He Who First Voted."
