Looks lovely. I don't believe it is an official badge. I would bet it's an 1896 coronation badge likely worn by a civilian attendee. Perhaps someone here can give you some information on value!

It looks like a composite badge - the crown suspension looks like the British crown rather than the distinctive Russian Imperial crown (which is just above the eagles' heads).

Probably, it was the coronation of Nicholas II of Russia in 1894, is that possible?
