Looks Middle Eastern to me. My best guess would be Afghanistan, but it might be from one of the 'coming soon' countries. Unfortunately can't read Arabic!

yes it is Afghanistam Medal. and please note that this is not an Arabic country, yes they use Arabic letters but the writing is not Arabic. Also Afghanistan is not in the Middle East
