It is awarded under regular circumstances for 15 years of service, 10 years of service with 1 citation, or 10 years of service with 2 testimonials. It may be awarded under exceptional title to firefighters with 5 years of service and one of the following: 2 citations and a letter of congratulations; 1 citation, 1 testimonial, and 1 letter of congratulations; 4 or more letters of congratulations or testimonials; or an injury during service. It may also be awarded under exceptional title to foreigners. It is awarded posthumously to firefighters who died during service.
