This Order was instituted by Sultan Mulay al-Mehdi bin Ismail in 1926. It was revised on May 10, 1937 and August 6, 1945 by Vizirial Dahirs.

This Order was conferred in recognition of contributions and improvement to Moroccan-Spanish inter-cultural understanding.

The reverse features Arabic script.
