The Order of the Congress of Angostura was established in Venezuela in 1983 in commemoration of Venezuela's struggle for independence. It is awarded to foreign and Venezuelan citizens in recognition of their commitment to the development of Bolivar and Venezuela.. This Order is the highest honor within the Venezuelan state of Bolivar.

The Order consists of four grades: Collar, I Class, II Class, and III Class.

The III Class is also known as Officer. It is awarded on a Officer's ribbon.
