Presumably, the Constancy Cross was authorized by Maximiliano I to reward military personnel in recognition of length of service with displaying an excellent conduct.

The Cross was established with two grades. I Class was awarded for 50 years of service, and displayed green enamels. II Class was awarded for 25 years of services, and featured red enamels.

This is a very scarce decoration that consists of a four-armed white cross, encircled by the circle inscribed "Constancy".
