The Air Force Ground Observer Corps (GOC) Observer Badge was issued to members of the Air Force Ground Observer Corps upon the completion of a certain amount of logged hours watching the skies for enemy aircraft. The Ground Observer Corps was an American Civil Defense Organization composed of civilian volunteers. The GOC was first established by the Civil Defense Program of the United States Army Air Forces during the Second World War to protect the United States territory against air attack and was in operation until 1944. The GOC was re-established by the United States Civil Defense Service in 1950 during the Cold War but was shortly thereafter disbanded in 1958.

It is believed that the Wings were issued for service during the Cold War, but more research is necessary.
