The CJCS Award for Outstanding Public Service was established by the Chairman of the Joint Chiefs of Staff Civilian Awards Program on January 5, 2000. The Silver Medal is awarded to United States citizens who are not employed by the United States government in recognition of exceptionally meritorious service which benefits the Department of Defense, Joint Staff, combatant commands or other organizations that report to the Chairman. The recognized service must be less than that which is required to merit an award of the CJCS Award for Distinguished Public Service, but which is still significant in scope. The Medal may be awarded recognition of service that involves personal sacrifice or that was motivated by patriotism, good citizenship, and public responsibility.
