The Naval Reserve Medal was established by the Secretary of the Navy, James Paulding, on September 12, 1938. The Bronze Medal is awarded to Commissioned Officers or enlisted members of the United States Naval Reserve upon the completion of 10 continuous or aggregate years of honourable service prior to September 12, 1958. The award was discontinued in 1958 and superseded by the Armed Forces Reserves Medal.

Bronze star emblems were worn on the ribbon to denote an additional award of the Medal.
