The NOAA Special Achievement Award Medal was established on October 1, 1985. The Medal is awarded to any employee of the NOAA or members of other uniformed services who are attached to the NOAA in recognition of superior and meritorious services, professional achievements, and sustained leadership that does not merit the recognition of an award of the NOAA Corps Commendation Medal, but which still distinguishes the recipient from their peers. Only members of the NOAA Corps or other uniformed services are awarded with a Medal.

A gold star is authorized for wear on the ribbon to denote subsequent awards. A silver star may be worn in lieu of 5 gold stars.
