History

This Order was conferred upon individuals in recognition of exceptional services to Cambodian finance, economics, diplomacy, public administration, national defence, or national construction.

This medal could be issued with a diamond star or a gold star attached to the ribbon.

The obverse Khmer inscription translates to "State of Cambodia". The reverse features inscriptions in Khmer and French, which translate to "Meritorious Servant of the State".
