Instituted by King Prithvi Bir Bikram Shah Deva, and re-instituted by King Tribhuvan Bir Bikram Shah Dev on September 7, 1932.

Conferred upon the Royal family and Nepalese citizens in recognition of a notable contribution to art, literature, sport, science, and social services.

The obverse features an inscription in Nepalese that is translated as "ALL NEPAL IS REFULGENT WITH THAT LIGHT".
