History

It is conferred upon military personnel in recognition of participation in maritime law enforcement in Luzon for at least 6 months, beginning May 13, 1948. Also awarded in recognition of service in law enforcement/military, and civic operations in Luzon for at least 6 months, beginning July 4, 1946.

The obverse features an inscription.
