This Order was founded to encourage birth rates and the education of the family unit.
The II Class medal was conferred upon mothers who had birthed, raised, and educated a minimum of 8 children, with the youngest being at least a year old.
In the 1970's the requirement for II Class was lowered to 6 children.
The earlier versions of the II Class award featured a gold-coloured Albanian flag on the obverse.
