The Title was initially founded to stimulate birth rates and family education.
It was conferred upon mothers who had raised and educated more than 10 children, with the youngest being at least a year old.
This Title was also awarded to mothers whose children had been killed during World War II.
In 1980 the Title requirements were amended to include mothers with a minimum of eight children.
