History

This Order is conferred upon individuals in recognition of significant contributions to publishing, cultural heritage, history, language, literature, art, and education. It is also awarded for merit in humanitarian and charitable activities, and for supporting human rights.

The obverse Cyrillic inscription translates to "Francysk Georgy Skaryna"

The Order is named after Francysk Skaryna who was an Belorussian linguistic during the 1500's. He would end up setting the frame work of the modern day Belorussian language.
