History

This Order was established by Prime Minister Konstantin Päts in 1936 to commemorate the Estonian struggle for independence. It was suppressed during the Soviet occupation, but was later renewed in 1996 after the restoration of Estonian independence.

It is conferred upon Estonian citizens (usually civil servants) who have rendered services in the local government or state administration, as well as to those who rendered service in the fields of education, science, the economy, sports, culture and other community services. It is also conferred upon foreigners for meritorious service to Estonia. It may be awarded posthumously.

A total of 268 IV Class Crosses have been awarded.
