The Order of Merit was established by the Lithuanian Scouting Organization in 1925, but it was permanently suppressed in 1940. It could be awarded to all Lithuanian scouts in recognition of distinguished service.

The Decoration features an obverse inscription that translates to "For Merit," and a reverse inscription that translates to "Be Prepared."
