This Cross was established by the Republic of Poland in 2010. It is awarded to Polish citizens in recognition of opposition to the 1956-1989 communist regime, including the defense of human rights and operations undertaken to restore Polish independence. It was awarded to citizens who were killed, injured, interned for a minimum of 30 days, expelled from school or university, or deprived from work for their political beliefs.

The obverse inscription translates to "Freedom and Solidarity."
