The Order of Manhood and Loyalty was established in 2004 as an extension of the Medal of Valour and Loyalty. It is conferred upon Romanian Officers and civil servants of equal status in recognition of meritorious services rendered in the fields of public order and national security.

Membership in the Grand Officer grade is limited to 250 members.

The Grand Officer is identical to the Commander, however, only the Grand Officer is worn with a Breast Star.

The Grand Officer (for Military Personnel and Special Civilians) features laurel and palm branches in the obverse medallion. Both versions have a reverse inscription that translates to "Valour and Loyalty."
