The Medal was instituted by a Royal Decree in 1938, and it was meant to commemorate and reward the Italian labourers who had rendered meritorious service in East Africa from January 1, 1935-May 9, 1939.
While these medals were never officially minted, they were produced by private manufacturers. Thus the medals exhibit a lot of variation in their design, composition, and inscriptions.
