This Medal was instituted to commemorate and reward individuals for assisting in the rescue efforts and other philanthropic activities in the areas most affected by the December 28, 1908, earthquake, such as Calabria and Sicily.

Eligibility was restricted to individuals who had served between December 28, 1908-March 31, 1909.

It was also awarded to foreign recipients for providing philanthropic aid to the devastated areas of southern Italy.
