The Medal was instituted by the Italian government to reward educational staff in Colonial schools for meritorious and long service. It was also conferred upon individuals and institutions who made significant donations that benefitted the colonial schools. This Medal was restricted to educators who had rendered exceptional service for a minimum of 10 years in the general colonial educational system, or for a minimum of 5 years in the poorer colonial schools.
