This Medal was founded by Victor Emmanuel III, and it was conferred upon individuals and institutions for meritorious service and donations within the realm of public health, welfare, and hygiene.

There are two main versions of the Medal.

The medals issued prior to the Italian occupation of Ethiopia from 1918-1936, feature the young portrait of Victor Emmanuel III, and they may have no engraver marks or be stamped with the marks "AM Z" (A. Motti, an engraver at the Royal Mint in Rome), or "S.J." (Stefano Johnson, Milan).

The medals issued after the Italians occupied Ethiopia in 1936, feature the mature portrait of Victor Emmanuel III, and are stamped "ROMAGNOLI Z Z" (Giuseppe Romagnoli, an engraver at the Royal Mint in Rome).
