This Medal was conferred upon institutions and individuals who have rendered meritorious services in the rehabilitation and educations of juvenile delinquents and individuals recently released from prison. The Decoration was originally awarded in the form of a Diploma in 1922, but it was given a medal form in 1923. The Medal was discontinued in 1924.

The medals may be stamped by the manufacturer "S.J.," or not have any stamped marks at all.

The Silver Medal was restricted to 60 recipients per year.
