This Medal was awarded for exceptional merit within the Opera Nazionale Dopolavoro (Italian Fascist Leisure and Recreational Organization).

There are two main versions of this Medal. The medals awarded from 1928-1938, prior to Victor Emmanuel III's invasion of Ethiopia, feature the obverse inscription "VITT. EM. III RE D'ITALIA," and were minted by the Royal Mint. The medals awarded from 1938-1946, after Victor Emmanuel III ascended to the thrones of Albania and Ethiopia, have the obverse inscription "VITT. EM. III RE D'ITALIA. D'ALBANIA. IMP. D'ETIOPIA."
