The medal was instituted by Emperor Franz Joseph I in commemoration of his 60th anniversary of reign.

This medal was conferred upon members of foreign Austro-Hungarian regiments of which the Emperor was the honourary commander.

The Gold Medal was awarded to Royal Germans that were visiting with the Emperor at the time of the medal's issue.
