This medal was founded to reward Austrian citizens that had displayed dedication and honour in the preparation and implementation of the Olympic Winter Games in Innsbruck 1964.

The recipients were recommended by the government of Austria, and the medals were conferred upon recipients by the President of Austria.

When the medal was awarded to a woman it was worn on a bow ribbon.
