This medal was conferred upon members of the Croatian Homeland Defence and civilians who demonstrated against, and clashed with, the Armed Serbian Police in Zagreb on December 5, 1918.

It was established in celebration of the 25th anniversary of Croatian Independence from Austrian-Hungarian rule.
