This medal was conferred in recognition of acts of gallantry during conflict. It was awarded to Croatian Armed Forces military personnel and foreign allied military personnel.

The bronze medal was awarded to next of kin of Non-Commissioned Officers and Enlisted Men who were killed during conflict.

The reverse inscription translates to "Ready to Defend the Fatherland" and "For Bravery".

This medal is named after Ante Pavelic who was the leader of the Independent State of Croatia from 1941-1945.
