This medal was conferred upon military men who have rendered meritorious actions towards the Association of Reserve Officers, or in toward the corps of reserve officers. Both retired and active soldiers were eligible to receive this award.

Civilians and foreigners were eligible to receive this award under special circumstances, although it this rarely done.

The number of issue is engraved on the reverse of the medal.
