Statutes of this medal do not exist but it has been presumed to be awarded Naval Officers, Lieutenants, scholars and astronomers.

Some sources state that the medal could have been awarded on a gold chain, although with the lack of statutes this is unclear.

Two models of the Type I medal were instituted. The first model consists of a ribbed rim on the obverse of the medal, and the second model consists of a plain rim on the obverse medal.
