This Medal was awarded by the Governor-General of Indochina to workers in the administration of Public Works for 15 years of meritorious service, or for exceptional acts of courage performed during service.

The obverse inscription translates to “French Republic, Indochina,” and the reverse inscription translates to “Public Works, Labour, Honour, Devotion.”

It is uncertain when this Medal ceased to be awarded.
