The Cross was established by Prince Leopold IV to reward exceptionally brave acts during the First World War.

Deserving individuals were placed on a list of proposed award candidates and had to be approved in order to receive the Award.

The Cross could be awarded to a wide range of Military personnel including, Officers, Non-Commissioned Officers, Regimental Staff, Soldiers, and enlisted men.
