The National Assembly of the Hungarian People’s Republic established this Order as a Hungarian version of the Soviet Union's Order of Labour of the Red Banner.

The Hungarian Order was awarded to Hungarians to recognize exceptional and meritorious accomplishments within the promotion of socialist ideology and the development of culture, the arts, and the economy.

There are two main version of the Type II awards.

The Type II awards conferred from 1954-1957 feature the 1949-1956 emblem of the Hungarian People’s Republic on the bottom of the obverse wreath. There were approximately 220 conferrals of these awards with the 1959-1956 emblem.

While the Type II awards conferred from 1957-1990 feature the 1957-1990 emblem of the Hungarian People’s Republic on the bottom of the obverse wreath. There were approximately 594 conferrals of these awards with the 1957-1990 emblem.
