This Decoration was founded by Miklos Horthy, and it was conferred upon Hungarians who had rendered extraordinary merit and achievements within the fields of science, education, culture, and art. It was also conferrable upon foreign citizens.

The Order was suppressed in 1943, and then re-instated in 2001.
