This Cross is conferred upon Italian Armed Forces personnel who participated in operations aimed at the maintenance of public order, institutions, and safety, such as the "Vespri Siciliani" operation. Recipients were required to have rendered a minimum 30 days of continuous service.

The Cross may be awarded multiple times for service in several missions. Each bestowal is recognized by the addition of a star to the ribbon. The second mission is represented by a single bronze coloured star, the third mission is represented by two bronze coloured stars, and three or more missions are represented by a single silver coloured star. The ribbon may also feature clasps denoting the specific missions in which the recipient served, including "FORZA PARIS," "VESPRI SICILIANI," "TESTUGGINE," "RIACE," "PARTENOPE," "SALENTO," "DOMINO," and "STRADE SICURE."
