The Red Cross Commemorative Cross (1939-1940) was established by the Dutch Red Cross in 1942. It was awarded to volunteers and workers of the Dutch Red Cross for service during the period of mobilisation, from April 4, 1939, to May 10, 1940, and during the German invasion from May 10, 1940, to May 15, 1940.

The Silver Cross was awarded to those whose service went above and beyond expectations. A total of 725 were struck, but only 714 were actually awarded.
