The award was instituted by General Albert Vierling, at an unknown point in time, but not earlier than April 1943 when the district itself was instituted.

The plaque is a square made of porcelain. The obverse shows a national eagle emblem with swastika in the centre on top of two crests. Around it, the inscription reads: Air District Rostov / for special merits / 1942. Another inscription around the edges of the plaque reads: the commanding general and chief in Air District Command Rostov / F. L. G. KDO. XXV (for Feld-Luftgaukommando XXV).

The reverse shows an outlining of Ukraine, the Crimean peninsula, and the Caucasus in the centre. Around it the description reads: Maikop / Stalingrad / Kertsch / Stalino. Around the outer edges of the plaque another description reads: Dnjepropetrowsk / Sewastopol / Noworossisk / Krassnodar.

The plaque was awarded in a Luftwaffe blue leatherette case.

The German title of this award is "Ehrenplakette des Feld-Luftgaues XXV".
