The II Class Medal was conferred upon members of volunteer fire brigades who rendered 25 years of faithful service.

The Cross was intended to replace the numerous fire brigade awards conferred by the various German states and their local authorities.

Recommendations for the awards were made by the Reichsführer-SS Himmler, as he was the Chief of the German Police, which controlled fire departments and brigades.
