The Order of Social Merit is conferred upon individuals in recognition of exceptional service rendered to the social or economic development of Benin, as well as for extraordinary acts of courage during the performance such service.

There are at least two versions of the Order that differ in design and inscription according to regime changes. The first version features a reverse inscription that translates to "Republic of Dahomey, Social Merit," and the second version features a reverse inscription that translates to "Republic of Benin, Social Merit."
