This Order was conferred upon individuals, of at least 30 years of age, in recognition of notable service to the nation.

Recipients must have served at least 15 years of service in a public role, or at least 20 years in a "liberal" profession. In exceptional circumstances, this Order may be awarded in recognition of heroic acts.

The obverse features an inscription. The obverse features an inscription in French, translated as "Brotherhood, Work, Progress" (the country motto).
