This cross was conferred upon Heads of Foreign Intelligence Services in recognition of exceptional co-operation, assistance and goodwill towards the South African National Intelligence Service.
The NIS was established in July 1981 and became obsolete in 1994; therefore, NIS decorations and medals became discontinued in December 1994.
