The Medal for Talent and Value (Medalla por el Talento y la Virtud) was authorized by Jorge Oblitas on January, 1866 when he was ruling the southern of Bolivia, and he had complete control over Potosí mint.

It is not clear who was the recipient for this Medal.

It is limited information regarding to the foundation of this Medal.

This Medal features an obverse inscription that can be translated to "To Talent and Value, Potosi 1866," and a reverse inscription that can be translated to "I Defeated the Strength, Potosi 1866."
