It was founded to reward Colombians and foreign, both military and civil personnel, for extraordinary service to Colombia, particularly within the realm of international relations. It is the second-highest award with the country.

The Order's grades are Collar, I Class Grand Cross (with gilt breast star), II Class Grand Cross (with silvered breast star), Grand Officer, Commander, Officer, and Knight.
