On September 9, 1948, this Order was instituted in 3 classes. It was expanded on August 23, 1956 to 5 classes. On October 5, 1995, it was reinstated.

This Order is conferred upon individuals, mainly foreigners, in recognition of notable diplomatic and external services to the King and the citizens of Cambodia.
