History

This medal was conferred by the Korean President upon citizens in recognition of outstanding talent. Although primarily a civilian award, it was awarded to 1 military recipient.

A maximum of 100 medals could be issued per year. If awarded posthumously, the annual quota could be surpassed. It was discontinued in 2013.
