The Order was created by King Chula Chom Klao, also known as King Rama V.

The Order is conferred upon members of the Royal Family, important government officials, and foreign dignitaries and heads of State for meritorious service to the King.

The Order may be awarded to both men (Knight) and women (Dame).

There is a discrepancy in size between the Order grades awarded to men versus those awarded to women. The Dame awards are also worn on a ribbon that is narrower than the Knight awards, or on a bow ribbon from the grade of Dame Commander (II Class) onward.

The obverse inscription is a translation of the original Thai inscription on the pendant.
